D4 motorway, Czech Republic
Background
The Project involves the Design, Build, Finance, Operation and Maintenance of 5 new-build sections of the D4 between Háje and Mirotice totaling 32km, as well as the operation and maintenance of 4 existing sections between Skalka – Háje and between Mirotice – Krašo ice, with a total length of 15km.
Meridiam has developed the project in a 50/50 consortium with Vinci. The project is developed through a 28-year availability payment contract. Financial Close took place on April 29th, 2021. Construction, which is expected to last 4.5 years, started in Q2 2021 following the handover of the construction site by the grantor.
The Project, a pilot PPP project in the Czech Republic, aims to improve traffic connection between Prague and the southern regions of the country whilst enhancing the roadway safety and improving the overall user experience. This first PPP should pave the way for more PPP projects in the Czech Republic.

ESG/SDG Key Facts During the construction phase, the Concessionaire (“Via Salis”) emphasises creating a good reference in PPP in the country, focusing especially on professional management of quality, environmental and H&S matters and on proper communication with the stakeholders. The company is ISO 9001, ISO 14001 and ISO 45001 certified.
To prepare the future operation of the Highway due to start in late 2025, Via Salis team launched in the beginning of 2022 the Green Highway Initiative to implement into the design features which will be enhancing the long-term sustainability of the Project (PV panels, more erosion control of slopes, extra EV charging facilities, etc.).
The Project Company is certified ISO 14001.
SDG 7 (Affordable and Clean Energy)
The project installed some PV panels and is exploring further possibilities to fully cover its energy needs by renewable energy.
SDG 8 (Decent Work and Economic Growth)
The Project has several measures in place to ensure decent work for its employees including policy and monitoring of gender fair wage as well as health and safety along the value chain. Supply chain including suppliers, contractors, constructors and the Project Company are all aligned on Meridiam ESG standards, enabling the Project to maximize its impact.
SDG 9 (Industry, Innovation and Infrastructure)
The Project has implemented an environmental protection action plan which exceeds regulations, emphasizing its commitment to use innovation practices to deliver sustainable infrastructure. The construction extensively recycles the materials, among others it utilises the material from heaps (certified used material from mining activity).
SDG 11 (Sustainable cities and communities)
The Project is in collaboration with local stakeholders and nature protection agencies to develop wildflowers-meadows project using a local plant mixture. 10 bee hives were placed at the project site.
